Building Near French Valley Airport: What Winchester Property Owners Should Know Before Hiring a Construction Company
Winchester and French Valley are growing faster than almost anywhere in Riverside County, and the area around French Valley Airport — along Winchester Road, Benton Road and Leon Road — is where a lot of that building is happening. Before you hire one of the construction companies working near the airport, here's what's different about building here, and what to ask.
1. You're in unincorporated Riverside County, not a city
Winchester (92596) and most of French Valley are unincorporated, so building permits, plan check and inspections run through Riverside County Building & Safety and County Planning — not a city hall in Temecula or Murrieta. County plan review typically adds 6–12 weeks up front on an ADU, and pre-approved plans can shorten that. A contractor who mostly works inside city limits may not know the County's submittal portal, fee schedule or inspection scheduling, and that shows up as lost weeks.
Ask: "When did you last pull a Riverside County permit in Winchester or French Valley, and for what?"
2. The French Valley Airport compatibility zones are real
Parcels near French Valley Airport fall inside land-use compatibility zones set by the Riverside County Airport Land Use Commission (ALUC). Depending on the zone, there can be limits on residential density, building height, certain commercial uses, and requirements for noise disclosure or avigation easements — and some projects need ALUC review before the County will issue a permit. None of this stops most ADUs, additions or homes from being built; it just has to be checked early, before design money is spent.
Ask: "Is my parcel inside an airport compatibility zone, and does my project need ALUC review?" If a contractor doesn't know how to find out, keep looking. We check it in the feasibility stage.
3. Larger lots, well and septic, and energy code
Winchester's appeal is space — half-acre and acre-plus lots that make detached casitas, shops and new homes practical. Those same lots often rely on a private well and septic system, which changes the design: an ADU may need its own septic expansion or a percolation test, and water pressure and flow have to be confirmed before a second kitchen and bath go in. Expansive clay soils in parts of the valley affect foundation design, and California's Title 24 energy rules apply to every new dwelling.
Ask: "How do you handle septic, well flow and soils on a Winchester lot?"
4. Residential and commercial are growing together
The corridor near the airport is a mix: new tract neighborhoods, rural-residential parcels, agricultural land, and a steady pipeline of commercial buildings — storage, light industrial, service businesses and retail serving French Valley's growth. If you're a business owner, you want a general contractor who has done tenant improvements and light commercial buildouts, understands ADA and fire-sprinkler requirements, and can schedule around an operating business. If you're a homeowner, you want the same company to be fluent in residential — the two overlap more here than in most places.
5. License, insurance and self-performed trades
Everything else is the standard checklist, and it matters more on rural lots where the work is harder to supervise:
- Active CSLB license with the right class — B (General Building) for homes, additions, ADUs and commercial TIs; C-53 for pools. Verify at cslb.ca.gov. Full Circle Builders Inc. is #1009685, B and C-53, licensed, bonded and insured.
- Workers' comp and liability insurance on file.
- Which trades are self-performed. We run our own crews for concrete, framing, plumbing, finish carpentry and more — fewer subs driving out to Winchester, tighter schedules, better quality control.
- An itemized written quote with a milestone payment schedule and a down payment no larger than California's legal cap (10% or $1,000, whichever is less).
- A written warranty and an owner you can actually reach.
What it costs to build here
On this site we publish our turn-key 590 sq ft detached ADU from $185,000 on a typical lot, with garage conversions typically $60,000–$120,000 and larger detached ADUs ranging up to about $320,000 depending on size, site conditions and finishes. Additions, new homes and commercial buildouts are quoted per project after a site walk — well and septic, grading and airport-zone requirements are exactly the items that move a Winchester number, so we don't guess at them over the phone.
